Displaying Announcements in the Header Toolbar
You can display announcements, such as short marketing messages, in the "Toolbar" at the top of your website's header section.
To add announcements, create blocks under the Header section. From the Header section level, you can adjust general settings, including the speed at which multiple announcements appear (this speed determines how quickly the announcements cycle through).
Steps

In the theme editor, go to Sections > Header group > Header.

Click on "Add block" under the Header section.

Select "Toolbar / Announcement" from the options.

Enter your announcement text in the "Heading" text field.
5. Remember to click Save to apply your changes!
